The Norwegian Registration Authority for Health Personnel (SAK). The authority to give authorization and licences to health care personnel lies in SAK.

SAK is responsible for granting the professional authorization which is required for practicing the applicants’ profession within the legally regulated health personnel categories. Authorization represents full and permanent approval, while licences impose one or more limitations with respect to duration, independent or supervised practice, etc.
